李炳华说，北京奥运会赛会志愿者的招募将采取公开招募与定项招募相结合的方式进行。公开招募是指北京奥组委面向社会公众，通过互联网等方式接受志愿者报名申请。定项招募是指北京奥组委授权有关单位，根据奥组委确定的条件，招募志愿者并进行相应的培训、选拔和管理。
北京奥运会赛会志愿者招募的一般程序为：各界人士申请报名、奥运会志愿者管理部门进行材料审核、工作与分配及面试、初步确定岗位、发出录用通知、志愿者接受任务、背景核实等。
